II. CONSENT AGENDA

The Consent Agenda includes routine items of business which may not require separate discussion. When the Mayor calls for public comment on the Consent Agenda, you may raise your hand and the Mayor will recognize you asking which item(s) you wish to have removed from the Consent Agenda for separate discussion and action. Following the removal of any item from the Consent Agenda, the Assembly votes on the remaining items in one motion.

All items that are removed from the Consent Agenda will follow the format of: Administrative or Committee Report, Public Hearing/Participation and Assembly Action.

A. Resolutions:

1. Resolution No. 1932

A Resolution Adopting the Capital Improvement Program for Fiscal Years 1999 Through 2004 and Establishing the Sales Tax Capital Improvement Project Priorities of the City and Borough of Juneau for Fiscal Year 1999. Presented by the Manager.

This resolution adopts the six-year Capital Improvement Projects (CIP) program as required by Charter §9.8. The resolution also lists the capital projects that will be undertaken in FY 1999 using state grant funds and CBJ sales tax funds.

The CIP program and these projects were reviewed by the Assembly Public Works and Facilities Committee, and approved by the Finance Committee on June 10, 1998.

I recommend that this resolution be adopted.

2. Resolution No. 1933

A Resolution Establishing the Rate of Levy for Property Taxes for the Fiscal Year Beginning July 1, 1998. Presented by the Manager.

This resolution adopts the property tax mill levy for FY99. The mill levies contained in this resolution are:

                        Roaded Service Area (No. 9)		5.48 
			Fire Service Area (No. 10)		 .93 
			Areawide - 
		        Operational			        4.23 
		        Debt				        1.38

The total property tax mill levy for FY99 is 12.02. This is a .13 mill increase from FY98.

The property tax revenue included in the adopted FY99 operating budget was based on the mill levies submitted in this resolution. The adoption of this mill levy will generate $24,830,200 (assumes 100% collection) in property tax revenues, a 2.6% increase over FY98. This overall increase can be attributed to new construction and a .13 mill levy increase (1.1% over the FY98 mill levy) for debt service.

I recommend that this resolution be adopted.

 

III. ORDINANCE FOR PUBLIC HEARING:

1. Ordinance No. 98-17

An Ordinance Appropriating Money Out of the Treasury for FY99 City and Borough Operations. Presented by the Manager.

Administrative or Staff Report

This ordinance will be provided to you as a red folder item, as revised at the June 10 Finance Committee meeting.

I recommend that this ordinance be adopted as amended.
