SPECIAL MEETING NO. 99-25: The Special meeting of the City and Borough of Juneau Assembly, held in the Assembly Chambers of the Municipal Building, was called to order at 12:05 p.m. by Mayor Dennis Egan.
Assembly Present: Garrett, Kibby, Perkins, Egan, Hagevig, and Koelsch
Assembly Absent: MacKinnon, Muñoz, and Powell
A quorum was present.
Staff Present: Marian Miller, Municipal Clerk; Dave Palmer, City Manager; John Hartle, Assistant City Attorney; Donna Pierce, Deputy City Manager
Mr. Kibby clarified that if an absent Assemblymember showed up during executive session, they would be allowed to join the meeting in progress.
MOTION – by Perkins to move into executive session to speak on issues that may affect the financial wellbeing of the community regarding Royal Caribbean. There being no objection, it was so ordered.

12:10 p.m. – 12:50 p.m.
Mr. Garrett reported that during the executive session, the Assembly heard a report from the city attorney about the possible litigation against Royal Caribbean and the city’s positions. There was an extensive discussion about how best to proceed from here. More information is needed in order for the Assembly to make a decision about the proper course. The attorney was directed to pursue those facts vigorously. When those facts are in hand, the Assembly would further consider the issue.
